The Paddington Station black-cab rank on Praed Street is one of the busiest in London. At off-peak times you'll walk straight onto an empty cab. But at five specific periods the rank routinely runs dry: weekday mornings 07:30–09:30, weekday evenings 17:30–19:30, late-night arrivals after 23:00, England rugby international weekends at Twickenham (Paddington is the closest Tube/Overground interchange), and any service disruption on the Heathrow Express. During these windows, rank queues regularly exceed 20 minutes — sometimes 40 — and the meter doesn't start until you're moving.

Paddington Station is a sprawling Victorian terminus, and finding your pre-booked driver matters more than at smaller stations. Here is the practical layout:
The Eastbourne Terrace zone runs along the west side of the station and is the official pickup point for pre-booked private hire vehicles. From the main concourse, follow signs for Exit 1 or Exit 2 (Eastbourne Terrace). The walk from the Heathrow Express platforms (15–16) is roughly 90 seconds; from the main GWR platforms (1–14) it's 2–3 minutes including the escalators. Vehicles can stop here for 5 minutes for pickups, with strict enforcement against private cars but a regulated zone for licensed private hire.
The official black-cab rank is on Praed Street outside the main station entrance. Under TfL rules, pre-booked private hire vehicles cannot legally use the black-cab rank — this is enforced and your driver would face a £1,000 fine for picking up there. If you've pre-booked, head for Eastbourne Terrace instead.
If Eastbourne Terrace is unusually congested (typically during evening rugby crowds or Heathrow Express disruption days), our drivers may suggest Bishop's Bridge Road at the north end of the station as an alternative pickup. Paddington Station is the London terminus for the Heathrow Express, which is regularly the fastest train link between any European city centre and its airport. For the right traveller it's the best option. For the wrong traveller it's expensive overkill. Here is when each makes sense:

Solo with light luggage: Heathrow Express wins. £25 vs £55, faster, easier. Two travellers: break-even at £50 vs £55, the taxi wins on luggage and door-to-door convenience. Three or four travellers: taxi wins decisively — £75 vs £55 (3 people) or £100 vs £55 (4 people), plus the Express's luggage limits make four people impractical anyway.
