This is an inter-airport connection, and it is one of the more awkward ones in the London system. London Luton (LTN) sits 30 miles north of the capital in Bedfordshire, a base for easyJet, Wizz Air and Ryanair and a major business-aviation airport. London City (LCY) sits in the Royal Docks in east London, eight miles from the centre, built for short-haul business routes to Europe and operated with a single runway and a compact terminal.
They are on opposite sides of London and there is no direct public transport link whatsoever. Every rail option requires the DART people-mover from Luton’s terminal to Luton Airport Parkway, a Thameslink service into central London, then a change onto the Elizabeth line or Jubilee line, then the DLR to the airport — three or four separate legs, each one involving lifting your luggage on and off. Realistically that is two hours or more, and considerably longer if anything goes wrong.
Passengers making this connection are usually doing one of two things: joining a short-haul European business flight from City after arriving on a low-cost carrier into Luton, or connecting from a private flight through Luton’s business terminals onto a scheduled City departure. Either way the schedule is normally tight and the luggage is real.

The route stays out of central London throughout. If the North Circular is badly congested the driver may use the M25 and M11 instead — on a fixed price the longer route never costs you more.

This is a self-transfer, not a protected connection. Luton and City are different airports with no through-ticketing between them, so your luggage will not be checked through and the airlines have no obligation to each other. If you miss the outbound, you buy a new ticket. That is worth understanding before you book a tight itinerary rather than afterwards.
Recommended minimum: four hours between landing and take-off. That sounds generous, and it is deliberately so. The arithmetic: 20–45 minutes from wheels-down to the Luton arrivals hall including immigration and baggage, 70–140 minutes on the road depending on the hour, then City’s check-in and bag-drop deadlines — typically 30 to 45 minutes before departure for hand baggage, longer with hold bags. Four hours leaves a genuine buffer. Three is workable off-peak with cabin baggage only. Under three we would advise against it.
Peak hours change the answer substantially. A connection that is comfortable at 06:00 or 21:00 is tight at 08:30 or 17:30, because the North Circular and the Blackwall approach both slow dramatically. Tell us your landing time and departure time at booking and we will assess the specific combination honestly rather than reassuring you by default.
London City has a helpful characteristic. It is a small, single-terminal airport with a compact layout — check-in, security and gates are close together and the walk from the kerb is short. Once you are at the door, the remaining time you need inside is genuinely less than at Heathrow or Gatwick. That works in your favour on a tight connection.
Luton’s baggage reclaim is the variable at the other end. Cabin baggage only means you can be in the car within 20–25 minutes of landing. Hold luggage typically adds 20–30 minutes, and oversized items — pushchairs, sports equipment, instruments — come out at a different carousel and can add more.
